The story revolves around Dwight “The General” Manfredi. He is a New York Mafia capo. He has just completed his prison sentence of 25 years. Also, he gets out of prison.

His boss sends him to a place known as Tulsa in Oklahoma. His goal is to establish criminal operations in the city. The only problem is that he doesn’t know anyone in the area. So, the General seeks a new crew to establish his boss’s goal.
